Syrian official says regime won't back down first

BEIRUT (AP) ? The Syrian government will not pull troops from cities and towns engulfed in the country's unrest before life returns to normal in these areas, a high-ranking official said Saturday, as activists reported that fresh violence claimed more lives across the nation.

The statement by Foreign Ministry spokesman Jihad Makdessi was the first response to an appeal by U.N.-Arab League envoy Kofi Annan who on Friday urged Syrian authorities to stop military activities first, as "the stronger party" and in a "gesture of good faith."

Makdessi told state TV the military is in these cities "in a state of self defense and protecting civilians."

"The Syrian army is not happy to be present in residential areas," Makdessi said late Friday. "Once peace and security prevail in these areas, the army will not stay nor wait for Kofi Annan to leave. This is a Syrian matter."

Syria's uprising began a year ago with peaceful protests against President Bashar Assad's regime. In the face of a fierce crackdown, the uprising has become increasingly militarized and opposition groups now say their only hope is to drive out Assad.

The U.N. estimates more than 9,000 people have been killed in the fighting.

International opponents of Assad are struggling to pin down a strategy on Syria, even as the peace plan put forward by Annan is failing to get off the ground.

Annan's six-point proposal to end the violence, which has been accepted by Assad, requires the government to immediately pull troops and heavy weapons out of cities and towns, and abide by a two-hour halt in fighting every day to allow humanitarian access and medical evacuations.

"The government must stop first and then discuss a cessation of hostilities with the other side," Annan spokesman Ahmad Fawzi told reporters in Geneva on Friday. "We are appealing to the stronger party to make a gesture of good faith ... The deadline is now."

Assad promised on Thursday to "spare no effort" to make sure Annan's plan succeeds. But he demanded that armed forces battling his regime commit to halting violence as well.

Many Syrians are frustrated at the lack of will for a foreign military intervention and are deeply skeptical Assad will carry out Annan's peace plan, saying the president has accepted it just to win time while his forces continue their bloody campaign to crush the uprising.

The Britain-based Syrian Observatory for Human Rights said that government shelling of some neighborhoods of the central city of Homs and the nearby town of Talbiseh killed two civilians on Saturday. It added that the bodies of five men, who appear to have been subjected to torture, were found in the northwestern village of Tahtaya.

For the U.S. and its allies, Syria is proving an especially murky conflict with no easy solutions. Assad's regime is one of Washington's clearest foes, a government that has long been closely allied with Iran and anti-Israel groups Hamas and Hezbollah, which the U.S. considers terrorist. Saudi Arabia and other Sunni-led Gulf countries are eager to see Assad's fall in hopes of breaking Syria out of its alliance with their regional rival, Shiite-majority Iran.

"The battle to bring down the state in Syria has already ended and the battle of reinforcing stability has started," said Makdessi, in an apparent reference to recent gains by Syrian troops in their crackdown on the rebels.

U.S. Secretary of State Hillary Rodham Clinton was flying on Saturday from Saudi Arabia, where she held talks with Saudi King Abdullah and others on ways to resolve the Syrian crisis and other regional strategies, to Turkey, ahead of Sunday's 60-nation gathering of the "Friends of the Syrian People" in Istanbul.

The U.S. remains opposed to arming Syria's rebels, which some Gulf states have proposed, even as continued violence is stymying U.N. efforts to persuade Damascus to make good on a cease-fire plan it has accepted.

Flurry's analytics: Apple's App Store revenue still leading, but Amazon Appstore close behind

Not like we haven't seen this dog-and-pony show before, but Flurry's latest round of analytics -- which measured revenue of 11 million daily active users from mid-January through the end of February 2012 -- shows Amazon's Appstore pulling in a shocking amount of revenue given the short life that it has lived. Apple's strength in sales has been well documented, but the latest report shows that for every $1 generated in the iTunes App Store, $0.89 is being spent in the Amazon Appstore. Looking more broadly, the numbers show that just $0.23 are generated in the Google Play halls for every $1 spent in the App Store, but that's hardly a new phenomenon; the ease of sideloading (amongst other factors) has raised complaints from Android developers for years now. Flurry's conclusion is that Google's core strength simply isn't in running a store -- something it's about to do once more with Android slates -- while both Apple and Amazon excel in doing just that. Curiously, Windows Phone and BlackBerry were left off of this report, but we're hoping to see those cats thrown in the next 'go round. After all, RIM sure seems certain that its developers are making out just fine.

Women learn salary negotiation tips at WSU seminar

OGDEN -- Male and female job candidates can walk into salary negotiations with the same qualifications and walk out with vastly different salaries.

Although cultural gender bias may be part of the reason, the larger issue is differences between how men and women close the deal:

More than 60 percent of women accept the first offer. More than 90 percent of men ask for more money.

So says Michael J. Stevens, Weber State University's chairman of business administration.

"Most men negotiate with a counter offer," Stevens said. "Women accept the first number they hear. Employers expect you to negotiate, except at entry level. Invariably, they start with a low-ball offer."

Stevens spoke this week at a WSU seminar, "Salary Negotiations for Women," and as part of a panel with three female executives who hire for their local companies.

Stevens said women who accept a low starting pay, then follow the norm of requesting fewer raises than their male counterparts, will lose an average of $550,000 to $600,00 over their working life.

Stevens told of a hiring manager who routinely offered executives a starting salary of $45,000. Women almost always accepted the offer. Men almost always countered with a figure of $65,000, and most got about $60,000.

But for women, there's a cruel cultural catch: "Men who negotiate tend to be liked and respected," Stevens said. "Women tend to be seen as aggressive and pushy."

The answer, at least until we live in a perfect world, is for each gender to play to traditional strengths and try to adopt the strengths of the other gender, Stevens said.

He suggests a five-step negotiation process:

* Create interest and receptivity. Talk about your strengths and potential contributions to the workplace.

Advantage: women. Stevens said women traditionally have a better sense of how to create interest, bond with people and to know when listeners are interested.

* Explore the interviewer's position. Anticipate the problems a person in the interviewer's position must have, and make it clear how you are the solution to the problems.

Advantage: women. Women in our culture have long been expected to anticipate and solve the problems of others, so in terms of traditional cultural roles, this one goes to the women.

Stevens said this step is very important, and most men skip it.

* Add your views. Talk about how the company's and supervisor's needs line up with the experience, accomplishments and skill set you have to offer.

Advantage: men. In out society, men are expected to sell themselves, so are more typically more comfortable doing so.

"And leave emotions out of it," said panel member Anne Hagopian, Wayfair human resource manger. "You stand a better chance if you are logical and assertive."

"Presentation is everything," added panel member DeLonie Call, Top 10 Reviews chief people officer (her actual title). "A salesman would not arrive at a meeting without a pitch, and you are selling yourself. Once they want you, you have so much more bargaining power."

* Negotiate a resolution. This step is about getting a salary offer and seeing if you can get the number higher.

Advantage: men.

"You need to understand the market where you want to work," said panel member Celeste Busch, Williams International vice president of supply chain management. "Decide how much you are worth, then arrive poised and professional. Homework is the most important thing you can do for yourself. That, and be prepared to walk away."

Stevens warned against over eagerness, suggesting they ask to sleep on an offer, even it if seems ideal.

* Action plan. This is working out the final details.

Advantage: men. When savvy men have pushed the salary as high as they can, they ask for extras, such as an extra week of vacation, flexibility in hours or the location of work or a signing bonus, Stevens said.

Stevens gave one final suggestion to his audience.

As pretty as it is, this Secret World is too Earthbound by far.

The Secret World of Arrietty is a marvelously captivating animated feature about very tiny people and the full-scale world they inhabit.

Yonebayashi gives Arrietty an excellent sense of balance, with the adventure aspects of the story, which feel legitimately dangerous providing well-paced contrast the film's more placid moments.

It's an enjoyable and attractive-looking film, but a little of that "Speed Racer" energy wouldn't have been such a bad thing.

The visual details are inventive, and the animation - particularly the colors - is lovely.

"The Secret World of Arrietty'' is a feast for the eyes that will engage the entire family.

It certainly belongs in the second rank of Ghibli fantasies. But give it a chance.

Most will be caught up in its beautiful spell, immersed in great storytelling at its finest.

The soft-focus animation has an impressionistic quality, as if a gentle breeze had wafted across a Monet canvas.

This smart, winsome fairy tale is not quite Hiyao Miyazaki, but it still might be the best animated film that (some few) will see all year.

Another Studio Ghibli wonder, as heartbreaking for its devotion to craft, artistry and intelligent storytelling (for viewers of all ages) as for its themes of inevitable exile and impossible love.

There's a gentle movie from Japan that's going to seem familiar to a lot of fans of the series of books about 'The Borrowers.'

...yet another jewel in the crown of Studio Ghibli.

...creates a sense of wide-eyed wonder and discovery as we experience the awe-inspiring mysteries of an ordinary house as seen from the four-inch borrower's point of view.

The animation, a gorgeous blend of bewitching watercolored backgrounds and poignantly rendered characters, is, as ever, beyond reproach.

What is most effective is the way the sense of peaceful shelter and retreat in the country setting contrasts with the precariousness of the situations faced by Shawn and Arrietty.

It's hard to imagine this scenario playing out with more delicacy and care than animator-turned-director Yonebayashi Hiromasa brings to bear.

Arrietty has an elegiac mood, like a more wan and sedate Toy Story.

Obama gets personal over killing of black Florida teenager

WASHINGTON/SANFORD, Florida (Reuters) - President Barack Obama weighed into the controversial killing of a black teenager in Florida in very personal terms on Friday, comparing the boy to a son he doesn't have and calling for American "soul searching" over how the incident occurred.

Seventeen-year-old Trayvon Martin, dressed in a "hoodie" hooded sweatshirt, was shot dead a month ago in Sanford, Florida by a 28-year-old white Hispanic neighborhood watch volunteer who said he was acting in self-defense.

"If I had a son, he'd look like Trayvon," Obama said in his first comments about the shooting, acknowledging the racial element in the case.

"Obviously, this is a tragedy," Obama told reporters. "I can only imagine what these parents are going through.?And when I think about this boy, I think about my own kids."

The case has galvanized the nation and prompted rallies protesting the failure of police to arrest the shooter, George Zimmerman, and more broadly, a pattern of racial discrimination that black leaders cite in Sanford and elsewhere in the country.

Obama, the first black U.S. president, made his remarks at a White House event to announce his pick to lead the World Bank, waiting briefly after the announcement to take a reporter's question about the incident.

Martin's parents thanked the president for his words.

"The president's personal comments touched us deeply and made us wonder: If his son looked like Trayvon and wore a hoodie, would he be suspicious too?" they said in a statement.

Florida's "Stand Your Ground" law allows people to use deadly force in self-defense.

Similar laws are in effect in at least 24 states including Florida, according to the Brady Campaign to Prevent Gun Violence. Calls are mounting to repeal them. Earlier this week, a Florida state senator said he was drafting new legislation to drastically change the law in Florida.

A South Carolina state representative said on Friday he had introduced a bill to repeal his state's law.

RACIAL DIVIDES

Bakari Sellers, a black Democrat and gun owner, said he wanted to prevent an incident like the Trayvon Martin shooting happening in his state. "I'm six-five and a black guy," he said. "I just know that it could have been me."

Obama said the "Stand Your Ground" laws should be studied.

"I think all of us have to do some soul-searching to figure out how does something like this happen.?And that means that we examine the laws and the context for what happened, as well as the specifics of the incident," he said.

"Every parent in America should be able to understand why it is absolutely imperative that we investigate every aspect of this, and that everybody pulls together - federal, state and local - to figure out exactly how this tragedy happened."

In Sanford, Norton Bonaparte Jr., the city's manager, acknowledged tensions between the black community and police "go back many, many years." "The trust that existed is gone, so we have to start from ground zero," he said. Sanford's police chief and a Florida state prosecutor overseeing the case stepped aside on Thursday as criticism grew over police handling of the investigation.

The state's new special prosecutor, Angela Corey, arrived in Sanford after Gov. Rick Scott appointed her on Thursday night.

"We appreciate that an investigation was already done. We are going to review what was done. We are going to continue to investigate and then we'll proceed from there," Bernie de la Rionda, an assistant state attorney with Corey's team, told reporters outside the police department.

SUSPENSION, HISTORY

The U.S. Justice Department is also investigating. Senior officials from the department met with the Martin family in Florida on Thursday, along with their lawyer.

A Justice Department spokeswoman said early in the week that they must collect evidence to prove beyond a reasonable doubt that there was or was not intent to violate civil rights laws.

And a Florida college announced it had suspended Zimmerman's enrollment.

Zimmerman was working toward an associates degree in arts at Seminole State College in Sanford. He previously earned a vocational certificate in an insurance field, the school said. "Due to the highly charged and high-profile controversy involving this student, Seminole State has taken the unusual but necessary step this week to withdraw Mr. Zimmerman from enrollment," a statement dated Thursday said.

Zimmerman has not commented publicly about the shooting and his whereabouts are unknown. His father has said he is being unfairly vilified.

On Friday, Florida court records reviewed by Reuters showed Zimmerman was involved in at least two previous legal incidents, including a 2005 domestic violence case with his former fiancee.

Zimmerman, who at the time worked at an insurance agency, and his ex-fiance both sought restraining orders against each other after getting into a pushing match. In her complaint, Veronica Zuazo said the two had been involved in two physical fights in 2002 and 2003.

Zimmerman was also arrested and charged with resisting a law enforcement officer with violence in 2005. The case was eventually dropped after he completed a program to avoid being formally charged.
